INSTITUTIONS FOR WOMEN
(under Immoral Traffic Prevention Act, 1956)
VIGILANCE/PROTECTIVE HOMES- under section 21 of ITP Act
The Vigilance/Protective Homes established under the provisions of Immoral
Traffic (Prevention) Act, 1956 provides care, treatment, training and
rehabilitation to the girls and women. These institutions also admit girls who
face the threat of sexual exploitation and are in moral danger. The Commissioner
of Social Defence can authorise the admissions of such girls in these
institutions on a voluntary basis. There are six Vigilance/Protective Homes
situated in the following places.

RESCUE SHELTERS
Rescue
shelters established for the purpose of providing custodial care and protection
to those who are rescued from Commercial Sex work shall be admitted in these
shelters pending enquiry before the court. Six Rescue Shelters are functioning
for girls and women who are under trails under this act. These shelters are
functioning along with the Vigilance/Protective Homes.
UNMARRIED MOTHER’S HOME
Unmarried girls and women becoming pregnant creates havoc
for the individuals. The result is that such women and girls are either abandoned
or subjected to ill-treatment. To protect the interests of such women and girls,
unmarried mothers Home have been established. The unmarried mothers Home at
Chennai is functioning within the premises of Government Vigilance Home and Short Stay
Homes and at Adaikalapuram ( Near Thiruchendur ) Thoothukudi District.
SHORT STAY HOMES
Abaya Nilayam, a Non Governmental Organisation based in
Chennai has been recognised for providing care and protection to those women and
girls who are living in vulnerable situation and are likely to fall victims of
abuse. Admission to Short Stay Homes at Chennai (Abaya Nilayam) and St. Xavier
Rescue Shelter, Adaikalapuram shall be made directly by the Non Governmental
Organisation upon intimation to which Department of Social Defence could give
post facto approval or can also issue orders of admission. Maintenance grant of
Rs.225/- per month/per woman is paid.
HALF WAY HOME
To provide shelter, education and vocational training to the
girl children who are living in vulnerable situation, a Half Way Home was
started at Ulundurpet, Villupuram District during the year 1999-2000 under a
Non-Governmental Organisation with an accommodation of 25 girls.
