TAMIL NADU SOCIAL DEFENCE FUND FOR WOMEN AND CHILDREN
Government of Tamil Nadu has established this fund vide
orders issued in G.O.Ms.No.114, Social Welfare and Nutritious Meal Programme
Department, dated: 26.7.2002.
OBJECTIVES FOR CREATING THIS FUND
The Fund shall be applied:

[1] |
To pay
grant-in-aid to Non Governmental Organisations established under the
provision of Juvenile Justice (Care and Protection of Children) Act,
2000 and any other such institution, which are non statutory but,
established to provide services to women and children; |

[2] |
To meet
the expenditure to be incurred towards the higher education of women and
children dealt with, under the provision of the Juvenile Justice (Care
and Protection of Children) Act, 2000 and the Immoral Traffic
(Prevention) Act, 1956; |

[3] |
To
provide infrastructure to Probation Officers, Psychologists, Community
Correction Officers to perform Non-Institutional activities; |
|
[4] |
To
provide infrastructure facilities in the institutions established under
the provisions of Juvenile Justice (Care and Protection of Children)
Act, 2000; |
|
[5] |
To meet
the transportation charges of escort staff and the children for
restoration or repatriation of children to their native place; |
|
[6] |
To
provide either financial assistance not exceeding Rs.5000/- or material
assistance not exceeding Rs.10000/- at the time to the dischargers from
the institutions established under the provisions of Juvenile Justice
(Care and Protection of Children) Act, 2000 and the institutions
established under the provisions of Immoral Traffic (Prevention) Act,
1956; |

To meet
the expenditure for petty repairs and construction in the existing
buildings under the Department of Social Defence not exceeding
Rs.20,000/- per annum in an institution/office; |

[8] |
To
provide sports and recreational materials to the institutions
established under the Department of Social Defence; |
|
[9] |
To meet
the expense of State Advisory Board and its purpose; |
|
[10] |
To
establish Childline services in any of the City/Town in the State of
Tamil Nadu; and |
|
[11] |
To do
all other things that are incidental and conducive to the best interest
of children; |
ORGANISATION UNDER THE PROVISION OF ACT
The Government of Tamil Nadu have notified the detailed
rules, in Tamil Nadu Government Gazette extraordinary No.94 dated 14.2.2002.
Tamil Nadu is the first state to do so. Accordingly, the Juvenile Welfare Board
which deal with the children in need of care and protection, have been be named
as Child Welfare Committee, and Juvenile Courts have been restructured as
Juvenile Justice Boards. Both have been constituted and functioning
successfully. On the same line, various childcare institutions under the
provision of the Juvenile Justice (Care and Protection of children) Act, 2000
have been redesignated.
JUVENILE JUSTICE BOARDS (Under Section 4(1) of J.J.Act.2000)
The Government have established eight Juvenile Justice Boards
as per Section 4(1) of the Juvenile Justice (Care and Protection of Children)
Act, 2000 to take up adjudication and to deal with the issues of children in
conflict with law. According to revised Act of 2000, eight Juvenile Justice
Boards were constituted @ Chennai, Tirunelveli, Thanjavur, Salem, Cuddalore,
Trichy, Madurai and Coimbatore to deal with the issues of children in conflict
with law.
CHILD WELFARE COMMITTEES (Under Section 29 of J.J.Act.2000)
Child Welfare Committees were constituted in the following
places to deal with the cases relating to neglected/destitute children. Each
Child Welfare Committee consists of a non-official Chairman and 4 Members
(including one women member).

CHILD CARE INSTITUTIONS UNDER THE PROVISION OF ACT
OBSERVATION HOMES (Under Section – 8 of JJ Act, 2000)
Children found to have committed offences are being admitted
in the observation homes through Juvenile Justice Boards. Maintenance grant is
provided at Rs.225/- per month per child for homes maintained by
Non-Governmental Organisations. According to the revised Act, Children in
conflict with law (Children who have committed offence) shall alone be admitted
in Observation Homes.

SPECIAL HOMES (Under Section – 9 of JJ Act, 2000)
There are two Special Homes in the state one for boys and the
another for girls. Children in conflict with law after due process and enquiry
by Juvenile Justice Boards and upon proof of their misendevour, may be ordered
for placement in these Homes by Juvenile Justice Boards for facilitating their
rehabilitation and re-integration through educational, vocational training,
personality development programmes etc.,

CHILDREN HOMES (Under Section –
34 of JJ Act, 2000)
Under the provisions of Juvenile Justice (Care and Protection
of Children) Act 2000, 31 Children are functioning to provide care, training,
education and vocational education to the children, sent by Child Welfare
Committees.

According to
the revised Act, Children’s Home would cater to the children in need of care and
protection as ordered by Child Welfare Committee and the Special Home to the
children in conflict with law, as ordered by Juvenile Justice Boards.
Non-Governmental Organisations that are running and maintaining childcare
institutions are given grant-in-aid of Rs.225/- per month/per child towards
their maintenance charges by the Government.
AFTER CARE ORGANISATION
(Under Section – 44 of JJ Act, 2000)
To provide rehabilitation to the discharged inmates of
Children's / Special Home for Boys and Girls, "After Care Organisation" are
functioning at 3 places, which is mentioned below.

The inmates staying in the After Care organisations are
imparted job oriented vocational training, like Screen Printing, Two Wheeler
Servicing and Repair and Computer Desk Top Publishing Training. The
neglected/destitute children after the discharge from Children Homes are
admitted to continue their higher studies also, from After Care Organizations.
JUVENILE-GUIDANCE-BUREAUX
The Juvenile Guidance Bureaux are meant to investigate the
personality, attitude and abnormal behaviour of the children by scientific
methods. The socio economic and psychological background of the children are
also investigated by trained psychologists and Testing Officers attached with
the Juvenile Guidance Bureaux. The Child Welfare Committees and Juvenile Courts
refer cases of deviant children to the Juvenile Guidance Bureau. There are six
Juvenile Guidance Bureaux functioning under Voluntary Organisations at Chennai,
Madurai, Vellore, Dharmapuri, Coimbatore and Tirunelveli. These Juvenile
Guidance Bureaux also study the psychological problems of the inmates of the
Observation Home, Juvenile/Special Homes and render their report.
REVISED PROVISION
The scale of diet, clothing, bedding and toilet
articles are provided to the children as per the norms already framed. They have
been modified from the earlier scale vide G.O.Ms.No.84, Social Welfare and
Nutritious Meal Programme Department, dated: 28.5.2004 in view of the experience
in running the institutions and the changing the dress pattern, etc.,
